Google's CSS Partner Program Explained: Participant, Partner and Premium Partner

Many CSS providers advertise a Google status. Behind it is Google's CSS Partners Program with three tiers. Here is what each tier requires, what it says about a CSS, and what it does not.

Two programmes are easy to mix up. The CSS programme is what allows a comparison shopping service (CSS) to place Shopping ads on Google for the merchants it represents. The CSS Partners Program sits on top of it: Google uses it to group participating CSSs into tiers and to support them accordingly.

For merchants, the question behind it is practical: should the tier of a CSS influence which one you choose?

The three tiers at a glance

Google describes three tiers. Each one builds on the requirements of the tier below it.

What the tier says about a CSS

The Partner and Premium Partner tiers measure two things: how many merchants a CSS runs active Shopping campaigns for, and how many Shopping ad impressions it reaches compared with other CSSs in its region. Premium Partner also requires a formal collaboration with Google, with an annual plan and quarterly reviews.

A high tier therefore shows that a CSS is large and works closely with Google. It is a measure of volume and collaboration, not a quality score for the service a single merchant receives.

The tier describes the CSS, not the auction. The CSS advantage in the Shopping auction is the same whichever tier a CSS has reached.

What the tier does not change

  • The auction mechanism. Through any independent CSS, the full bid goes into the Shopping auction instead of the share that remains after Google Shopping's margin.
  • The placements. According to Google, CSSs can bid to place Shopping ads on Google's general search results pages for the merchants they represent; the tier does not unlock better positions.
  • Your setup. Merchant Center, Google Ads account, campaigns and product data stay the same, whichever CSS you choose.

What matters more when you choose a CSS

The technical core is the same for every CSS: it brings the offers from your Merchant Center into the Shopping auction. The differences lie elsewhere:

  • Pricing model: a fixed monthly fee, a charge per click or a percentage of your budget. With a percentage or a click charge, part of the advantage can flow back to the provider.
  • Contract terms: minimum term, notice period and what happens to your account when you leave.
  • Service: who handles the switch, who answers your questions and how quickly.
  • Tools: help with product data, Merchant Center errors and reporting.

Ask every provider the same questions and compare the answers in writing. A tier badge does not replace that comparison.

How to find CSS partners

Google lists CSSs in its Comparison Shopping Partners portal. Merchants can filter providers there by countries, industries, languages, API feed technology, technical certification and conversion tracking support.

Being featured in the CSS partners directory is one of the benefits Google names for the Partner tier, which Premium Partners also receive.

"Becoming a CSS partner": two different paths

The phrase is used for two different goals:

  1. 1Running your own CSS. A company that wants to operate a comparison shopping service itself takes part in Google's CSS programme and manages it in the CSS Center, Google's platform for CSSs. The tiers of the Partners Program then depend on the number of merchants and the impression volume it reaches.
  2. 2Offering CSS to your clients. Agencies that want to give their Shopping clients the CSS advantage do not need their own CSS. With White Label CSS, they can offer an existing CSS under their own brand, without building the technology themselves.

Frequently asked questions

Is a Premium Partner CSS cheaper in the auction?

No. The tier depends on the CSS's size and its collaboration with Google. The auction advantage comes from the full bid going into the auction, and it is the same with every independent CSS.

Can a CSS lose its tier?

The Partner and Premium Partner requirements are tied to ongoing figures such as active merchants and impression share. Google does not state on its programme page how and when the tiers are assessed.

Where can I check a provider's tier?
