Google Shopping Ads launch in Estonia – what advertisers need to know

From September 2026, Google Shopping Ads will be available in Estonia for the first time. Estonia is widely considered the most digitally advanced country in the world – with near-universal internet coverage, an established e-Residency system and a population that expects world-class digital experiences.

The market at a glance

Estonia is small – about 1.4 million inhabitants – but exceptionally digital. The ecommerce market volume was around USD 430–840 million in 2025 (depending on the methodology). More important than absolute size is the quality of the market: Estonia has 93.2% internet penetration and more than 5,000 active online shops.

The country is home to global tech successes: Skype, TransferWise (Wise) and Bolt were all founded here. Estonia ranks 6th in Europe for Ease of Doing Business and has the strongest cybersecurity infrastructure on the continent.

Language launch and localization roadmap

Shopping Ads in Estonia will launch in English first. Estonian language support follows in Phase 2 (target launch: March 2027).

Estonian consumers have high English proficiency, so the English-language start is essentially not a disadvantage for the first campaigns.

Strategic opportunities for advertisers

  • Quality audience: Estonian consumers are used to high-quality digital experiences. Product feed quality, page load times and a smooth checkout matter even more here – mediocre shops are simply ignored.
  • Parcel-locker infrastructure: Omniva operates more than 1,240 parcel lockers across the Baltics. Offering locker pickup as a clear option lifts conversion.
  • Cross-border champion: Estonians shop heavily cross-border, including from Germany and the Nordics. Advertisers already active in those markets can unlock Estonia with minimal effort.
  • E-Residency as an advantage: International companies can build an EU presence via Estonia's e-Residency program – relevant for advertisers without an EU base.

Estonia is an EU member state. Shopping Ads must therefore be served through a qualified CSS partner (Comparison Shopping Service).

  • Configure your product feed for Estonia (currency: EUR)
  • Secure CSS coverage for EE
  • Commission Estonian feed translations for Phase 2 (March 2027)
  • Integrate parcel-locker pickup as a shipping option
  • Ensure top-tier feed quality (images, attributes, GTINs)
  • Verify conversion tracking on .ee landing pages

Bottom line

Estonia is the highest-quality market of the Baltic trio – small, but extremely digital and high-spending. Winning here is an excellent foundation for the entire Baltic expansion.
