CSS programme launched in Serbia — save 20% CPC from day one
Shopping Ads and the Comparison Shopping Service (CSS) programme are live in Serbia from September 2026. Retailers that advertise through an independent CSS partner instead of Google Shopping's default service pay up to 20% less per click for the same placement.
Serbia is one of the markets Google has opened for Shopping Ads, reaching around 4 million online shoppers. The strongest early demand sits in fashion, consumer electronics, home & garden.
Serbia is the largest non-EU market in the current Shopping Ads expansion, so cross-border sellers from the EU can reach it with the same feed and the same CSS account. Because the CSS programme applies from launch day, the 20% bidding advantage is available to the very first advertisers in the market — before local competition prices it in.
What the CSS programme means for retailers in Serbia
A Comparison Shopping Service places Shopping Ads on Google on your behalf. Google charges its default service an internal margin of around 20%; a CSS partner does not carry that margin, so more of your bid reaches the auction.
- Same placement. Your ads appear in the same Shopping slots, with your shop name and your landing pages.
- Same campaigns. Standard Shopping and Performance Max continue to run unchanged.
- Lower click price. Up to 20% more bidding power for an identical budget.
The 20% maths in one table
| Google Shopping default | Via CSS partner | |
|---|---|---|
| Your bid | € 1.00 | € 1.00 |
| Reaches the auction | € 0.80 | € 1.00 |
| Effective CPC at equal ranking | € 0.50 | € 0.40 |
| Clicks for a € 1,000 budget | 2,000 | 2,500 |
The advantage is structural, not a discount campaign: it comes from the way the European CSS framework is built and it applies to every click, every day.
